Make sure the barrel length is within ATF’s civilian legal standards.
If you can legally buy an m16 why wouldnt you be able to buy a m4
If you screw with the sear and make it M4 capable i.e. auto instead of semi-auto, it is not legal and could be worth about 20 years of your time. If you make it look like an M4 but operate like am AR15 you have no problem.
So long as all you’re doing is changing the upper and stock, from one legal upper to another legal upper, yes.
Just make sure you’re within your guidelines for features. Bushmaster makes a look-alike folding stock, that well…doesn’t fold. Looks like an M4 though, and without any ATF red tape.

a M4 upper would be illegal as the barrel is under 16 inches
you would have to silver solder a flash hider on it to make it 16 inches. i have a car15 upper with a 12 inch barrel and a 5 inch flash hider soldered on it. just screwing it on is still illegal
When you say M16 I assume we are talking about a legally purchased class 3 selective fire weapon, or, are you talking about the civilian version, the AR15?
Either way the answer is basically the same. If you legally purchased the weapon, the serial numbered lower receiver is actually considered to be the firearm. So, if you want to change the stock, upper etc, as long as you comply with current law, you can change it in any way you want, with the obvious exception of it not being legal to convert from semi auto to selective or full auto fire.
