If you live in the USA, then you can buy or make a silencer without a license if you live in AL, AR, AK, AZ, CO, CT, FL, GA, ID, IN, KS, KY, LA, ME, MO, MD, MS, MT, NE, ND, NV, NH, NM, NC, OH, OK, OR, PA, SC, SD, TN, TX, UT, VA, WA, WV, WI, or WY. Only federally licensed dealers and manufacturers can own silencers in CA, IA, KS, and MA. Some states ban silencers unless they are registered with the ATF, but they have to be registered in order to be legal at all.
The federal government only licenses those who import, manufacture or deal in firearms (FFL/SOT class 1, 2, or 3)), everyone else only needs to submit the ATF form 4 to buy, or the ATF for 1 to make. There is a $200 tax for each one made or bought by an unlicensed person, but this is much cheaper than getting the license. You need to have the local sheriff sign the ATF form. If the sheriff will not sign, you can form a Corp. or trust to own it for you. Form 5330.20, fingerprint cards and your photos are also required. Authorization by the ATF is routine and takes about 2-3 months now. You can find a local dealer in your state at http://www.subguns.com and silencers are also available online at http://www.gunbroker.com and some other firearm online auctions.
While a silencer can reduce noise by 30 decibels, or a factor of 1000 times lower, this does not make them silent. You can expect a small 22 caliber rim fire rifle to still be at least 115 decibels and a 30 caliber rifle to be at least 135 decibels. While anything less than 140 decibels (impulse noise only) are safe to shoot without hearing protection, some silencers will not lower the noise level to a safe level. A silencer does nothing to reduce bullet flight noise (sonic boom) or action noise. While a high powered rifle shooting supersonic ammo with a silencer may be 135 decibels, the same gun shooting subsonic ammo may be 10 decibels lower (or ten times less noisy), mainly due to the smaller powder charge.

No. The are a federally controlled item and you would need a special license to get one. There are a number of manufactures you can order from and they would explain the process. Here is one:

It is no more complicated to get a silencer than it is a full auto weapon.
Not in the US, except at Class 3 firearms dealers. And civilian possession of sound suppressors is only legal in 38 of the 50 states, and only with a Federal tax stamp and background check. The approval process can take a couple of months or more. Try going to http://www.nraila.org for information about which states allow suppressors. "Suppressor" is the preferred term, by the way. And don’t have any of your characters try to put one on a revolver, or that will wreck a lot of your credibility.
If your story is set in the UK, I understand that suppressors are easy to get. However, the guns on which to use them aren’t. You have to wonder about their priorities over there.

B> Can find a C3 dealer.
C> Pay special taxes on it (about $200)
Before you choose to believe some of these other ninnies, try doing a web search for "$200 tax stamp". (Google gives much better results on this than Yahoo)
There were a bunch for sale at the last gun show I attended in Tulsa, but the people selling them may have been class 3 dealers. Of course, there were also plenty of switchblades for sell, which are illegal.
We sell silencers and other class III weapons at our gun store! Here is the way it works:
You buy said suppressor.
You fill out form 4 and pay the ATF a $200 fee. (Of interest is that on form 4, you give up your right to a search warrant, and you have to get the signature of the chief of your local law enforcement agency.)
The FBI does a comprehensive background check, which can take a couple months. Assuming that it comes back clean, they will transfer that particular silencer to your name and issue a stamp to show that you paid the fee and you are the owner of the silencer.
You go back to the store with your stamp to pick the suppressor up.

the term silencer is a misnomer. You cannot silence a weapon, you can suppress the sound level to some degree.
The legality of ownership requires several federal forms and tax stamp paid. Suppressors are not legal to own or purchase in several stamps.
Suppressors are gaining popularity as the result of efforts by the manufacturers to promote suppression in competitive shooting. But the hurdles for most gun owners in terms of paper work and price make a cost prohibitive feature of ownership.

to purchase (assuming it is legal in your state, you are not a prohibited person, etc) a silencer (sound supressor) you need to fill out a few forms…. and wait….and wait…. until the ATF reviews the forms for accuracy, and either grants you permission or denies (based on background checks)
in some cases, you may need to have the SR law enforcement officer of your county / township (judge, sheriff, police chief, etc) sign off on you receiving the supressor., and finger prints.. other times not.

If the gun store, or gun shop carries them you can, provided that you have the background check, and proper stamp/license to own you then you can. You cannot just lay down money and walk away with one, but you cannot do that with a handgun either unless you buy from an individual (which is legal).
Bascially you can own just about anything you wish to own in the US provided that you have all the paperwork/stamps/background checks done.
