Can a civillian buy a bulletproof vest and also wear Spectra Helmet?
Is it legal or illegal? and if it is, do you know where I can buy one? Internet? Shops? etc... (Spectra Helmet or CGF Gallet Combat Helmet TC used for stopping shrapnels) k thx

Civilians can buy bulletproof vests
As far as I know there are no bans on such things, though certain probationary guidelines will prohibit the use of such items.
If you want specific military grade gear I would suggest googling the company that makes it.
ebay for the vest…not sure if you can get the helmet.

In reality, almost everything the military buys, the civilian populous can buy also. (Of course not jets, tanks etc.) I recently moved to TN and just found out I can buy fully automatic weapons and silencers too.
That does not mean that you can buy these things direct; you may have to buy them through a dealer.
I am going to GUESS that like many other Police/Military gear civilians can buy the "light" stuff.
I recall many years ago one of the techs in a class I was teaching said he got a friend with a CA Guard Card to buy one for him. I did just look and it appears they can be purchased. You may find that you can get the "Small Arms" protection, not the plates that will stop rifle shots of .30 and larger. The stuff is not cheap. I just looked at one site selling a BR motorcycle jacket for $800 while another ad aimed at police was selling vests for $1500.00
I also found a PDF with MN law stating that committing a crime while wearing armor will add to your misery. I will GUESS that others states have similar laws.
